I've never been offered a set APR and I have pre-approvals on all Amex cards. I currently have five and was always given the SUB and 0%, along with decent credit limits - and the highest APR.
As long as you're a PIF type, I wouldn't worry about the APR - especially with it being 0% for 15 months.

I've gone from pre-qualifying for a 125k AMEX Platinum offer to dropped down to a 100k AMEX Platinum to a 75k Hilton Honors card to now no prequalification at all. The only thing I did was keep checking.
So the morale of the story is if you see somthing you like there grab it while you can.
