I have the BOA Cash Rewards credit card and want another. BOA offers many iterations and branding of this card with the same SUB and terms. (https://www.bankofamerica.com/credit-cards/cash-back-credit-cards/) AFAIK, you can have multiple BOA Cash Reward CC as long as your not in violation of BOA's 2/3/4 rule. I have no issues with 2/3/4
My BOA online banking has a "special offer" per-qualifying for the following credit cards:
Bank of America® Travel Rewards credit card
25,000 online bonus points offer
Offers expires 04/08/2021
BankAmericard credit card
no expiration given
I don't want either of those credit cards.
Should take BOA pre-qualifying me for their BankAmericard and Travel Rewards card as sign that that BOA is willing to extend me more credit and go ahead and app for another iteration of the Cash Rewards card?
Should I wait three days to see if BOA pre-qualifies me for another Cash Rewards card after the offer expires for the Travel Rewards credit card on 04/08/2021?
Apply for the card you want. You are correct that BoA allows a cardholder to have multiple Cash Rewards cards and you can have different 3% categories selected for each card.
BTW you also need to be aware of the BoA 3/12 and 7/12 rules - since you're an existing BoA cardholder the 7/12 rule applies - which states that there be no more than 6 revolving accounts were opened in the last 12 months. It isn't an absolute rule but it isn't routinely waived either.

The 2/3/4 rule is specific to BoA cards. The 3/12 and 7/12 rules are not specific to BoA, they factor in all cards added in the last 12 months regardless of issuer, similar to the Chase 5/24 rule.

Does BoA generally give you the same size CL on the second (and later) CR as the first, or do they like to give tiny lines on the second and later CRs?
Depends on your individual profile, spend on your current CL cards, and how aggressive you have been in seeking CLIs on them.
They have the infamous $99,900 fairly hard cap in total CL across all cards which is not immutable if you are high income especially if you have significant assets with BoA/Merrill.
