For those of you that have this card what can you recommend I do inorder to better my chances of approval? For those of you that have been declined could you please state why so i could avoid applying if i fall into those catagories

Depends on if you have many inquiries across the board.
IDA / ARS are two other credit report agencies. Like TU, EX, EQ they have your account info. US Bank is known to use them apart from the regular 3 CRAs.
However I was able to get Cash+ last October. My EX was inquiry-free for 6 months; 3 inquiries on file <1 year old. Then I got the CSP and the Cash+ back-to-back. $8,500 CL with about 720-odd EX FICO on the Cash+. Had to call in to apply then wait 9 days for verification.

OP, Ghoshida explains IDA/ARS above. You can goole specific instructions how to freeze
IMO, there is no harm in freezing, and it's risky to have them unfrozen, as there is no good way to tell what is on those reports.

I applied over a year a few months after opening a checking account. I applied over the phone, they pulled TU (lived in Michigan at the time), 2 inq, no negs, aaoa of 2 years, 805 Walmart Fico. Instant approved for $7k.
From what i've seen, as far as they don't utilize FICO scoring, they're fair game.

Not only is it fair game, there are detailed discussions on it here at MyFico.
When I first froze my CRs, I did it to prevent myself from drapping; therefore never felt the need for freezing IDA / ARS / Innovis. From a bit of reading on the interwebz, it seems people do it (put those 3 on ice) specifically for apping (and a lot of craze was for the Club Carlson card at one point).
Anyway, I'm pure lazy. Anything that requires me to walk to the USPS can be postponed.
