(non-charge) cards:
You can have up to 5 Amex credit cards total
You can only get the same card (for all cards) once every 90 days
You can get at most 2 Amex credit cards in a 90-day period
You can get at most 1 Amex credit card every 5 days
So, assuming it's been over 90 days since their last surpass and they haven't gotten 2 amex (non-charge) cards in the last 90 days or 1 (non-charge) amex card in the last 5 days, they should be good for another surpass with a NLL link.

Thanks
My guess would be the link won't work twice for the same person.
