FWIW my own Care Credit (Mastercard) CLI back in the fall was only a SP.
I also requested mine online, and went from $9500 to $15000.

Unfortunately upgrades to the MC are by invitation only.
I'm not sure what determines who gets the invite; I seldom used mine when it was a PLCC so it definitely wasn't upgraded due to high usage.

Nope, the terms stayed the same. The only difference is that the MC has rewards, meager as they may be.
When I was first upgraded there was a promo where grocery stores (my Walmart qualified) were at 4x instead of the regular 2x, which was actually pretty good. Now the website is indicating the 2x at grocery stores is a promo and that at the end of June it will go to 1x (I must have missed that somehow).
They sometimes do spend promos that are OK (spend $xx as a Mastercard, get $25, etc.) but I've not seen one since my upgrade last summer. Other than the occasional promo, the primary benefit of having the account as a Mastercard is that it's a bit easier to put an occasional charge on it to keep it alive for (in my case) dental expenses.
