Hi there!
So I've been on Citi's naughty list for several years due to both my Macy's and Bloomingdales' accounts being charged off. I was unemployed and could not pay. Once I began to receive steady income again, I settled the accounts for less than the amount owed. After that, I tried to get a Costo Visa and was denied on two occasions. My income is great and scores are good! I have 1-2% ultilzation currently with $75k available credit.
I received "pre-selected to apply" offers for the Citi Double Cash and the Citi Rewards cards. Both have BT offers which I do really need. I would absolutly love to get back in Citi's good graces but do not want a denial because pre selected is not the same as pre-approved and sacrafice a HP. Also if I applied for a Citi Card, I'd prefer to have a Costo Visa or the Custom Cash because my PCR and Apple card provides 2% cash back on all purchases.
Any advice on how I should proceed?

Those offers don't usually check the blacklist (they are 3rd party contracted)

There is no basis for thinking that they have forgiven you. This was just marketing.
When the economy dropped in 2009, I had 2 Citi CO and took about 10 years to get back into their fold.
Costco Citi in 2019 and DC in 2018.
Then Best Buy in 2020.
Next stop: Citi Home Depot CC....
