Help with Amex

I've been working on my credit for past two years now and my credit has gotten much better. 

 

TU: 609

EQ: 651

EXP: 696

 

Do you think is safe to apply for Amex card now with my current score or should wait until it goes into 700's

Score wise, you are good to go.

yes, i could pay it down, but it won't happened for at least two months. i could easily bring it down to 35% in two months.

Getting that Cap1 card down will certainly help.  But traditionally they pull EXP, so at 696 you should be good to go.  They may start you with a smallish line depending on the rest of your profile (income) but the good news is with AMEX, it grows quickly with responsible usage.  Good luck!
