Every time I attempt to get a answer it says I may have opted out of pre- screened offers ?? How do I opt back in if that is the case

If you are referring to Capital One's pre-screening site:
Hi, Medic981. Looks like we can’t provide you with any pre-qualified results.
Any chance you’ve opted out of prescreened credit card offers?
If so, no problem! You can still learn about and apply for any of our cards.
This is Capital One's way of saying you have no pre-screened offers but feel free to cold app.
From what I can tell, this is the primary place to opt out and back in to general credit offers:

It also mentions the Direct Marketing Association, but that is more about junk mail and catalogs.

Question on this-- what is the general consensus on this-- does opting in help with obtaining certain cards that one otherwise may not be able to obtain?
Example scenaio-- card from Bank A sends a pre-qualified offer to consumer. This consumer applies and gets approved. At the same, time, another consumer, with 100% identical profile, cold-apps and gets denied.
In other words, does opting-in actually help with the actual approval or not really and only helps with getting offers?

Im of mind no, your credit profile determines your ch as nces at approval. I have never in my life been preapproved for any cards and i have been able to get approved for most cards i apply
I just went to look if I had a pre-qualify offer from Chase and this is the response I got in return.
We are unable to locate any offers for you at this time.
This may be because you have opted out of "pre-screened" offers from Chase and other companies or you have recently responded to another offer from Chase.
However we may still have products to meet your needs. Please continue to chase.com
Using the optin / optout website takes about a week for your request to go through. You can if you want call the three CRAs and ask them to make sure you are optd in. This would take place immediately. With 800 scores, I get the same messages as you do
