The first thing I'd do is to check for pre-approval. Simply log-in, go to cards, and click apply now. The website will then tell you if you're pre-approved. Amex USUALLY doesn't hard pull when you already have an account with them, pre-approved or not.

No. Typically, it's an SP either way. Pre-approved or not. Some apply through incognito mode and have to fill out their info manually. Still SP.
I'm not saying there's a hard rule, but it's happened often enough that you can expect it. I'd be surprised to Amex do an HP on me unless I had a unique profile.
I have had the Delta Amex Gold card for 2 months now. I checked the pre-approval page and it shows me pre-approved for the new Amex Gold. Should I wait another 30 days or if it shows that I am pre-approved does that mean my odds are good to apply now?

2 months between apps should be fine.

I applied the same day I made this post and was denied. They stated that my account wasn't eligible since I opened an account with them recently. This is my first AMEX card and they only gave me a $500 limit, so I'll probably have to wait quite a while. It's not like I NEED the card, but the rewards are very appealing.

The OP applied for the BCP yesterday and got an instant denial. If you look at her signature her current Amex has a $500 credit limit so she is in Amex's version of "credit steps." That means it is very unlikely that they will approve her for another credit card for the next few months.
I've been told I might be in their version of credit steps, but people who were put into that usually received an email or letter stating they were. I never received any such email. Not saying it's impossible, but maybe I should call them and ask?

Not necessarily. It wasn’t a hard pull on my credit when I applied. I knew that going in, so I didn’t mind trying.

You can always call and ask; just don't mention "credit steps" because that's not the official name of the program. In fact I'm not even sure that Amex has a name for it; some CSRs are even unaware that it exists. You can ask if you're on a probationary or trial period or words to that effect.
