You don't have to be associated with the military to join.  There are several organizations you can join for a small fee and then be eligible

Both are pretty good in that area but I'd give the nod to NFCU in willingness to overlook 'baddies'

Agreed Navy may overlook baddies more so than PenFed. 

If you join NFCU through the Navy League, that association can also get you into PenFed

Does navy fed pull Equifax for credit cards?

They normally pull TU for cc; and use EQ for CLOC and similar loan products
