It looks like right now, there's the offer out there for 100k MR points for the Platinum - which apparently doesn't come along all that often.
How long do they run such generous promotions for (not for me individually, but perhaps for the quarter?) and how often do they come along?
Are there other generous "Welcome" offers by AMEX that are out there now or do they cycle through their card lineup?
There is almost always a 100k offer out there, they're just targeted. It seems like 100k public offers are usually mistakes by means of accidental discovery or a mishap within Amex's CMS.
You can still find it, just have to check with various browsers, private tabs, or connecting via an IP address in a different area.
I got my 100k MR Platinum offer just in an incognito Chrome tab... had to use a VPN to get 50k MR PRG to show up - and when I did that there was also a 75k MR / 5k spend Platinum offer at the same time... 100k for 3k spend is obviously better.

Good point, I forgot that I've read people have been recently seeing it via incognito. I just tried 4 different corp VPNs and I couldn't get it to show up but the PRG 50k shows for me most of the time both on and off VPN.

Supposedly if you can VPN through Dallas TX you'll get everything good... I actually was going through Germany when I got the PRG 50k. Nothing suspicious about an application from me coming from the other side of the world - not sure if I should be glad they didn't think it was fraud, or disappointed that they didn't at least raise an eyebrow!
Most people that come across them seem to jump on them rather quickly if it is not a targeted offer
How does someone get such offers if you're already a AmEx member? It always redirects me to login.

All I did was go to the American Express website and then I filled out the form on the prequal tab. They gave me three options.
I didn't realize that there could've been more to it if I didn't get the offer immediately.

Honestly I'm not sure why it does that for people. When I got my Platinum, it was via the prequal thing and I had the SPG for a week already.
For PRG, I just used a TOR browser and clicked on the Personal Cards link on the home page. ED was a mail offer.
