I've got 7 (and one store card) in the last 10 months, with a few baddies on the report, a low income, and until June of this year a BK reporting. I'm still not sure how it all happened, but I'm firmly planted in the garden now until the last of the baddies fall off in 2020 and this year's inquiries are gone.
update: I now have 7 and 2 store cards thanks to this thread...yes I'm totally going to blame other folks because I wanted to go clothes shopping and added another card just this morning I'm pretty sure that will be my record though 7 + 2 store for 9 in one year...although, 9 is an UNEVEN number, and Amex DID say I'm pre-approved for the skymiles card I kinda want...um, no. STICKING with 9!

OP, It all depends on your profile and your credit goals. There is no max number, just what you can be approved for by the lenders.

2016: racked up 15, no store or gas cards. Caught the My Fico bug!
Out of my current 15 cards I have 1 open June 2017, one Dec 2017 and the other 13 have all been since February of this year . I had $550 in total CL the beginning of February and now have over $90k. Just got my second NFCU card the other day and I AM DONE!! Gardening for a long time now!
