I understand that some people were able to get BT offers by calling customer service, and some people always have BT offers on their account. However, my experiences have been different. I had Discover card for 9 years wherein I always used to get BT offers. Now this current Discover that I have for the last 4-5 years, I never got any BT offers except when the account was opened which was 4-5 years ago. So, its been a very long time for BT to come in my account...I have also called them just yesterday and I am told that I have to just keep looking in the future for any BT offer....
Now, I am VERY shocked and surprised when some of you guys are saying that they never got any CLI based on BT...Every single person I know who did BT with Discover, always have received CLI...This forum is full of those datapoints...And its also reported on many sites out there....
I don't know if the BT alone enables a CLI.
I think the other factor is how much/quickly the BT balance is paid down for Discover.
For instance, take a $12,000 BT at 12 months (excluding BT fee amount for simplicity.)
Which Scenario is more likely to be offered a CLI?
Scenario A: One pays $1,000 monthly for 12 months.
Scenario B: One pays the minimum (~ $360) for 11 months but pays off the entire BT balance at the 12th.

In my case I started out with an IT cb card with a 3k sl. I took a bt offer and after I paid it off I got 3 cli's in the following 3 months to 6500 and a second IT cb card with a 6k sl and multiple bt offers on both cards, my accounts were lighting up like pinball machines

depends on profile as well .. when Discover was added as card was it added when only a few cards or after you have say 300k in credit available and a built up profile. If earlier likely to get more/better growth if thick profile with say a lot of credit likely not to get near as many as they know they likely are one of many cards to possibly be used and money can be better allocated otherplaces or people
