I've been repairing my credit now for a year or so now, going from a about 509 to a 620 (Equifax is a little lower). I've been able to PFD most of my negatives, and all thats on my CR is still one negative to which I can't seem to get any response from the Debt Collection Firm (I'd pay for delete but its about to drop, and they aren't responding), and some info from when my Student Loans got out of whack just after college.
However, the loans are consolidated and have had over a year of green on time payments, and same with my Secured USAA American Express which has a $2000 limit and all green for over a year and I carry no balance on it.
I was looking to start applying for some Credit Cards so I can bump that Credit Utilization Ratio up and wanted some advice.
1. Do you think it's a good idea this stage in the game?
2. Any suggestions on Cards to apply for in my Credit Score range?
3. Should I do an App Spree or just aim for one I think I can get each quarter?

I appreciate the response. Do we know which CRA that Capital One preapproval pulls from? Because my Equifax score just got a recent boost to a pretty good level.

Capital One typically pulls all 3, but it's def a good start. I started with them as my first unsecured card, got approved for $300 with a low 600's score and credit steps pushed me to $2300 6 months later. YMMV, but it could work for you.
