I've been getting that reason for at least a year 😥
I got that one recently. I thought it was because it had been less than 6 months since my last CLI. (Less than 6 days 😉 trying to double-dip.)

Lol, how many of us are actually eligible for a cli from Cap One?
$100 cli are the bread crumbs they lay out to entice you to buy the whole loaf

Interesting. That first reason -- too soon -- is familiar to me. The second one seems like it might be their way of saying the card is bucketed. If so, that's better than having them give some misleading reason like "insufficient use of existing limit" that suggests there's something you can do to get a different outcome.

I get both reasons and it's been 2+ years since I received a CLI. My Quicksilver lives in the SD and only gets a small <$10 swipe every couple of months.
This is the first time I see this reason. I assumed it's because I have been clicking the CLI button every time I see a SP on my report from them. So about 7-8 CLI requests in just about 4 months.
The next time I request a CLI will probably be April, that's more than 6 months since account opening.
Two years ago, Capital One told me they no longer allowed customers to move credit lines around. Two different representatives told me over the phone they didn't know the reason why credit lines could no longer be moved, but at the time it sounded indefinite. Maybe they also aren't granting customers credit limit increases as well, though I haven't asked. I already have ample credit with Capital One that I barely use.

The practice stopped right around the time Capital One started experiencing incremental losses, so naturally, account combinations (there were no CL reallocations) were the first things to go, next was the amount of initial SLs on approved accounts with excellent credit ratings (reduced from $50K to $30K). Eventually, moderate CLI amounts started to fizzle out. So, CLIs still happen, but moderate increase amounts tend to occur on auto-CLIs vs customer-initiated requests.

Your card is less than 6 months old and you are surprised that you get denied for a CLI?
@dragontears Yes. There is no rule about having to have the card open for exactly 6 months. I say this because when I applied too early the denial messge was : "Your account is too new".
If it was related to the length of time the account has been opened, I would assume the message should be consistent.
