Appears to be similar to Credit One and such products for less than perfect credit. Issued thru Celtic Bank & Genesis, which I never heard of either one.

Genesis Card Services also services the Milestone Gold MasterCard. The Milestone is issued through a different bank, but the two are basically the same. $300 CL with no increase, and a high annual fee. It seems better than Surge, First Premier and those type as it does not seem to have a "monthly account maintenance fee" in addition to the annual fee. As "creditguy" said if you can get better then pass. If you have few options then there are worse.

Cap1 quickilver with a fee is still better, try them first. Basically if you qualify for the no fee version you qualify for no fee stuff somewhere else.
