Got approved for an Amex Delta Platinum a few weeks ago with a 5K limit. Was looking on here and it seems to be that you can apply for a second card and it's a soft pull? Can anyone confirm this?

It typically is a SP only if you have established enough history on your first account. My third AMEX card was approved via SP and also is my highest CL to date, but the first two apps have been HP on EX. Your account is new. Give it some time and use the card to give them an idea of your spend patterns and eventually your next cards will get approved hopefully via SP.
My very first AMEX was a HP of course, but after that, every single CC has been a SP. Been with them since '05
I would give it a least 3 months and apply. Show some history like others have said
Unless you double apped in the same day I believe it's a soft pull, or if you've already had history and apply for another card.
I applied last Friday for the Blue Cash Everyday and the Delta SkyMiles yesterday, 2 hardpulls on Experian
Opened BCP with a HP in June 2017, App'd for BCE in Jan and HHonors Ascend in April and 0 HP's.

The above is correct but add the following
App and get denied = always a SP regardless of how you apply
Another thing to note is that it seems (from my experience) that when they SP for application for the new card (existing card member with preapproval showing), they use a score that is about 3 weeks behind. When I apped the Hilton Honors, Amex and Myfico app were showing my EX at 681. When I got the card in the mail, they used an older score of 669 which was 3-4 weeks behind.
Correct. The report/scores used by the underwriters are usually about 3 weeks behind the scores displayed in your account. If you've ever been denied by Amex, an easy way to tell the approximate date when they do the monthly soft pull is to look at the date of the pull mentioned in the denial letter.
