I am currently at 619 TU, 632 EX, and 668 EQ. I have 12 inquiries hitting the 1 year mark on EQ and 3-4 on both TU and EX. I am looking to make a large appliance purchase. Do I have a chance being approved with these scores and an outstanding judgement from 2010? I received pre Qual for HD at 26.99%. However, I have heard Citibank is extremely strict. And Syncing think pulls TU and that is my lowest score. Thoughts? Guidance?
Your TU and EX scores are pretty low, but your EQ is decent. I've heard Citi pulls EQ for some people, EX for some, and both for others. I'm thinking HD with the pre-qual would be your best shot, but they may have softed just your EQ for that prequal. I would check out credit pulls database and see who they are pulling where you live.
Also, FWIW Citi pulled just EQ for me when I was approved for the Best Buy store card (my scores were around 650 at time of approval).
Your TU score is a little low. You may be able to get in the door with Lowes but I wouldn't expect a large limit. I would guess somewhere in the $200-800 range. What's nice is that the limit can grow substantially with use and payment.

Justme, thanks and what was your SL with best buy?
My SL with Best Buy was 1k, and then after 6 months I asked them to increase it to 5k and they did. But at the time I asked for the CLI, all my baddies had fallen off my reports (I asked for early exclusion), so my EQ score had jumped up to 720+
And as far as what is considered a decent TU score for either of those cards, I would guess 650+. But I don't know; I'm sure people have been approved with lower scores. Hopefully someone with more experience will chime in soon.

Lowes is far and away easier than HD BUT I app'd Lowes twice online and got denied. Went to the store and BAM! approved for $1500. They will pull your TU and mine was a bit higher than yours when I got it so YMMV. Citi cobranded CC's have eluded me although I was able to get a Macy's acct after recon. Denied for Sears and HD.
Lowes likes me. Had 300 SL. Make $30 purchase. 4 months later hit the luv button for $500. Bought another $30. 4 months later $4000 cli
Home Depot hates me, nothing on pre-q for me
My scores are similar to yours. I just called credit solutions for my paypal/amazon/ & walmart cards and got $3000 cli bumps on each card. Figured I'd app for the lowes get the small SL and just call in for a bump. Got approved with a lower TU, and $800 SL. Called in for the bump and denied lol. Guess I'll buy a vaccuum and call back in next month.
