A true pre-qual offer would list and actual APR, not a range of APRs.  This is simply a recommended offer, so not solid at all.

That is not true a pre-equal.. They are recommending a card for you and can still be decline if you apply..

It would appear that John Jacob Jingleheimer Schmidt is also "prequalified" for a BOA credit card. I'm sure BOA just got confused because his name is everybody else's name, too.

Also in my admittedly limited experience a true prequal will have some disclaimer at the bottom like: Call this number to opt out of prescreened offers.
