My mom still writes paper checks and doesn't have a debit card. I've been telling her for ten years to get one.

Yeah or maybe she's not hopeless since she came to me for help. Try to remember some people don't have a lot of money and it's not as easy as put everything on autopay. Some people are picking and choosing which bills to pay each month.
If that's the case, then it's probably best to downsize what she owes so she doesn't put herself in a frustrating position and an ongoing cycle of not being able to pay her bills on time every month. I'm sure that is stressful. If she is having trouble paying what she owes, maybe she can get a reasonably priced used car as an alternative and nix the car payment. Perhaps she can take on a roommate if her income is limited. Sorry she is in that situation.
If it's been going on for 10 years as you mention, it sounds as if it's time to make some of the downsizing types of changes. I know it isn't easy.
NRB has provided probably the most helpful advice to you below. Best of luck to you both.

Before you can give anyone any help, they have to be open to their responsibilities regarding credit, and willing to take ownership of their own actions. Even mom.
