Id go for a Venture/Venture One double app back to back... 1 of them would be good for BT also!

Where does that suggestion come from, exactly? That's a potential 6 HPs.

OP has 60 inquiries and honestly shouldn't be apping for anything.

If you need a BT offer, seek out your existing lenders and ask for one. I don't get why people always want to open new cards strictly for BTs when issuers hand out BT offers like candy in most cases.

Seek out an offer from one of your existing cards and let those inquiries age IMO.

In the OP's situation, those cards that could get BT probably already have BT on them, and I don't see a card like a Capital One which would at least allow parking funds off for a week with no BT fee to get them back to another BT offer card.

CapOne may also be more INQ forgiving, Citi not so much, so CapOne is a possibility. Never a guarantee, but not many other options at this time.

The other consideration is, at 60 INQ, give or take a dozen, there's probably not much score impact from another CapOne app, 2 if done quickly. HOWEVER, that's not something I'd try, back to back CapOne, even in this situation. I'd be happy to get one QS out of a CapOne app, not want to push my luck.

I don't understand why people are suggesting the OP apply for anything with 60+ inquiries on his/her CRs already. It seems to me the OP should be learning from past mistakes and figure out a way out of whatever jam they're in with better sound financial judgement. And not relying on CC as a crutch. IMO your setting yourself up for serious financial trouble with that kind of mindset.

Do you just give blanket "app" advice to everyone regardless of the situation? I mean seriously...if you pride yourself on being a credit expert, you should be able to see that OP is not in a position to app for another card let alone 2 more cards, for basically no reason. They need to garden, and likely wean themselves away from credit completely as it sounds like they are in over their heads (struggling to pay balances etc). More cards will not solve that, and is a mere bandaid fix.
