Keep getting Green Card Pre-Approval from Discover

FWIW, when I used to try the Discover prequal it would always come back showing the silver card and a wide range of APRs.  Then one day I did the prequal and it came back with a green card and a fixed APR.  I tried this a few more times over a week period and kept getting the green card and fixed APR.  I bit the bullet and was instantly approved for $5.5k sl.  That was in late June.  I was 25 months post discharge, scores all 670-690, about 35% util, and 20 ish inquiries on all 3.
