Kohl's CLI denial letter

So after my score recently went up a good bit I decided to ask for a CLI on my Kohl's card($300). It was immediately denied and I just received a letter from them. The letter is dated 5/26 but when it lists the date of my credit report it says 4/26. It says my credit score is 584 even though my lowest score should be around 650. Is this normal? Are they actively monitoring my report and that is just the last date they soft pulled it? Should I give a certain amount of time before my scores go up before asking for a CLI?

Card is managed by Cap1 and if 650 is a FICO and not from CK or another CMS then there's probably a lag in the updates they're getting.  If you look at your reports and notice the date reported for that card you should be able to pin point when they're getting fresh data.

The 650 is a FICO score.....figured that is what my TU and EQ are since they were a bit behind my EX which is 677 at the time of the CLI request.

I had an odd experience with requesting a CLI with Kohls just a few months ago.  I was denided, and recieved a letter in the mail explaining why.  Then a few weeks later I recived an alert from CK saying that my credit limit increased from $350 to $700.  No complaints on my end... I just thought it was a little odd after they just told me no.
