I was just approved for the Citi Best Buy card and then applied for the Custom Cash card and was denied.
I'm obviously waiting for the denial letter but wanted to know if anyone here knows if it could be that I was just approved for the Best Buy card?

It is unlikely. Citi Legacy cards have different UW criteria than Citi Retail cards. Depending on the overall profile, Citi Retail CCs are somewhat 'easier' to obtain than their legacy counterparts. That said, the right profile can score a couple of cards within days apart from either one.
My suggestion would be that once you receive the letter you can provide an update on the outcome.
@raisemysc0re I was approved for 2 cards this year, they're 3-4mo old and I was denied for a limit increase on the app for having too many inquiries(I'm currently EX 3|24 TU 2|24 EQ 2|24. My guess is to wait 6 months after last approval. It's possible that after the pandemic Citi have made adjustments.
I only had 1/12 and 4/24 inquiries for Experian before the Best Buy approval and 2/12 and 5/24 for the Custom Cash denial.

I just got the email with the denial letter.
States: Too many recent credit inquiries are recorded on your credit bureau report.
This is from Experian which I am 2/12 including the Best Buy approval.
Are they strict with inquiries using a different criteria like I need to be 0/3 or 0/6?
Also, does the fact that they pulled anything or didn't include anything about being blacklisted mean that I am not blacklisted?

Their sensitivity to inquiries and new accounts is very much profile-specific but historically they've had a pretty firm 6 approval/6 month rule.
Citi does have a 1/8 rule where Citi applications, regardless of outcomes, have to be spaced at least 9 days apart. I don't know for certain if that rule spans across both core and Retail Services card but based on the outcome from your 2nd application it does sound like it does; I only knew it to apply to core cards. I'd be beyond shocked if you were blacklisted.
Should I try to recon to see if the HP can be reused in 9 days?

They will not repurpose the HP. If you reapply, it will be another HP. If you decide to use the reconsideration approach, it *can* result in another HP.
@raisemysc0re Yes, seems like it; I know for a fact Citi makes you wait 6 months before you can request a CLI on the app.

I wasn't looking for a CLI as I just got the Citi Best Buy Visa card the other day. I was looking at getting the Custom Cash card and was denied.
I tried calling for a recon to no avail. I'll just put that app on hoild for a while...
