I am also in the hunt for one of these, with the added condition of "No-FTF."
I looked at CapitalOne, but their pre-qualification tool only spits out ones for "good credit." I haven't been putting enough spend on my QS and my recent CLI request, just for the heck of it, was denied a couple of weeks ago. Maybe that has something to do with this?
I am also considering long-term viability of any cards I open, as I don't want them to become completely useless once the promo period expires.
I applied for WF Reflect and BoA BankAmericard, but both of them are in the "identity verification" hell, as I had described in the thread linked below. At this point, I think no matter which bank/CU I apply with, I am gonna have to go through the same ordeal all over.

Yeah I must say that after spending 30+ years in GA/FL prior to moving to the left coast in 2011 I don't miss the 24/7 AC usage for 9 months out of the year... walking out the door at 5am and instantly sweating... etc... etc...
Most houses here in western WA don't even have AC including mine. I do have a portable unit though just in case we catch a mid 80's heatwave.
First time I went to DC it was 98 degrees with 98% humidity at 3am, I was like yea no... never living here. I will take my Bay Area "heat waves" anyday.
I know you're a member of Penfed already, but I'm unfamiliar with your current line up with them; I was going to suggest the PF Gold Card. 15 months, 0% APR for new purchases as well as BTs, but no SUB though.
You might consider a no balance transfer fee card in addition to 0% APR. There are a few but they are usually shorter terms like 0%APR for 12 months. I think Union Bank's Platinum was $0 BT fee and 0% APR for 15 months not long ago. Not sure if it still is.
My current total exposure with WF is what I am thinking will be the issue.

In Florida so wholehouse AC really is a must. I used to live in Massachusetts where I didn't even have window units.

I got a BofA card (Bank Americard) with that 21 months- thanks @JoeRockhead !
