I found this information on another website which seems to lend credence to my theory that you can do 3 applications within 1 month with Chase.

Ride it out. 30 day and two week messages seem very good odds as opposed to 7-10 days. Call customer service after 10pm to find out if anything is needed. Underwriting will be closed by then so no transfer to them. That way you can find out if it's verification without the risk of being transferred to UW. Otherwise just ride it out
Long time lurker, first time commenter but I wanted to say thanks @12njoy for advice to "Ride it out"...I applied for Chase Ritz-Carlton Rewards 11-3-15 received the 7-10 message. A few hours later received an email stating 30-day review. Decided not to call UW after reading this thread. Next day the account showed up online along with my Marriott CC. Approved for CL $24,000. Pulled EXP only (FICO 751),

Looking back over my timing this would explain why my Hyatt got declined and the Disney Premier went through. The Hyatt I don't think they even pulled credit for. The only denial reason listed was "Too many requests for credit or acounts opened with us" so I take that to mean I simply had to many apps still in the system and I just need them to clear out. I'm very tempted to circle back on the Hyatt card. Even more than that I'd love to get an Ink Plus. I do have a side business and have on and off filing Schedule C's and have just started on the LLC process. I wonder if I could pull an Ink Plus out of them?

Be careful. I'm still caught up in their application system so that any new chase apps will require manual reviews. Customer can't even see status of any apps I submit. When I call the app line it says "the system is unable to access your records". Just a word of caution. Not saying that you can't submit, just sharing the downfall of all my chase apps. I evidently did way too many in a short period of time. Oh and that denial reason you got was just as you said. Good luck
