Lost when it comes to 5/24

Even after reading numerous post I still feel like I do not understand 5/24. When would I have the first opportunity for me to apply for a Chase card? Would I be able to apply Jan 20'? I appreciate anyone willing to help me grasp this.

You will be at 4/24 and qualify for Chase 5/24 when your Walmart card falls off in Jan/2020.

Take a left on LOL/24 and go straight til you reach Never/24, that's what I do

In short, no more than 4 acc in the past 2 years from the date you're planning to apply for a new chase cc.
