Well this was unexpected. I was doing some checks on prequals tonight to see if I could get somewhere with Citi retail services and got an Experian alert after trying the Macy's prequal.
Is this worth disputing? It says no impact to credit score, yet I have a hard pull.
If you were just doing a prequal and a copy of your Experian report from https://www.annualcreditreport.com confirms there really was an inquiry (don't just rely on sites like Credit Karma, CreditWise, Credit Journey, etc) your best bet would be to file a complaint online with the FDIC against Citibank. Basis of the complaint is that you were only using their prequalify tool and not actually applying, and a satisfactory resolution is for the inquiry to be withdrawn (and if there was an approval the account be closed and account entry on credit reports be expunged).
If you haven't done so already you need to confirm by looking at your actual Experian report that an inquiry was recorded, if you can't get one from annualcreditreport Experian does have a process to request one by mailing them a letter.

That screenshot is directly from Experian's website. There is definitely a hard pull on my report now.
