No victim, no crime, remember that formula, no PO will get involved at that level. I wouldn't even contact discover anymore, you might get someone new involved who doesn't understand law, along with a new PO, and then knocking on door might scare your mother.

Hate to sound negative here, but how can you be sure that she only tried to open CC with Discover? I would try to find out from Discover how she applied in the first place! Also are you sure she was the one who did it?
Not trying to spook you but try to monitor you CR for any other activities!

Yeah I would ask if they can tell you the IP address and find out her IP address as well

What if his mom used a proxy or vpn???

Given the info I wouldn't think they use a proxy or VPN....

I'm amazed that 90 year old woman actually kept up with technology and use email and apply for credit card online. While I have 40 something coworker who is basically Asian Amish, and can't even use email properly.

Thank you so much, I have done so, and I called Discover back to get everything all figured out. Nothing is going to happen to my mum, thank goodness!

I have, I checked my reports, CK and other forms I use to check my credit. I'm really careful with monitoring, this one just so happened to be one they called me on before anything could really happen. I called my mom as well and she admitted to it, but she also admitted she was a bit confused (as she should be) when a credit card offer came in the mail, and she thought it was for her but then kinda just... went with it. I think she was confused, depressed, and she just made a really bad decision.
