How long do you need to wait on a new amex before you can move credit limit to it? after 1st statement/AF posting?

have you went on the website to try it?
it wouldn't surprise me if it was now or maybe when you got the card, I know you can do it relatively quickly
account services -- payment and credit options -- transfer credit limit from another card

Waited around 65 days to move CL from my AMEX Delta Business Gold to my AMEX Bonvoy Business

not showing up yet, Im guessing after AF is posted and 1st statement
As an update to this, the option showed up today 12/19 and I was able to move stuff around.
