Unfortunately, CLI reconsiderations are rarely, if ever, successful with NASA FCU. They will not match any of your highest CLs and it typically involves an internal committee that reviews these types of requests.
You can try submitting such a request, but don't hold your breath. Applying for the PLOC would not sway the pendulum in any favorable direction as those are typically more challenging to obtain. Sometimes a 2nd HP can be incurred in the process even if you already applied for the vehicle loan.
