I am 93/3 and decided to pull the trigger for a CLI on my cashRewards card. Asked for $25,000 since the prevailing advice is that magic number. Got an instant 24 hour review message. This morning there’s a HP on EQ. I’m not feeling real good about this. My EQ8 is 692, EQ9 717, 6-figure income. Has NFCU tightened up a bit too much?

That would depend on your DTI, they rely on that heavily. If you dont get it, they wont say anything. you will have to ask. if you get it, they wont say anything you'll just see it on your acct. With those stats (dont know your credit goals) you could just app another card and get a good SL. I've never had a CLI better than what i got as an SL.
My util is 1% and DTI is less than 10%.
I was always taught that you should wait until you get the increase first, then apply for the second card.

Last year, i would have said yes to that, but it seems like CLI"s are going 6 months for most, but new cards are still 91/3 from previous card.
I was fortunate then. March 15 was my 91/3, got the increase, applied for the new card 3 minutes later.
