Too soon. You need both 91 days and 3 statements.
91 days after 9/26 is 12/26. Try again on 12/26 --- or 12/27 on day 92 to be extra, extra safe.

What exactly does eligible mean? The representative was very confusing. Does it mean that I am pre-qualified for all three of those cards?
NFCU usually won't entertain anything more than a 3X CLI on cards that start low.
