PayPal Credit low "Available Credit" and Sync Internal Scoring

I have a PayPal Credit account that hovered around 90%+ utilization for about 6 months. Got back on my feet and paid all my accounts off. Scores shot up to 670-700ish, got approved $15k NFCU, however over a week after zero'ing the balance my PayPal Credit only shows a small fraction of my credit line as my "Available Credit" instead of restoring my full LOC.

 

I'm guessing they aren't very comfortable with lending to me after I paid minimums and nearly maxed out for my LOC for months, but who is making that decision? PayPal or Sync? There are a couple Sync cards that I'd like to apply for (Amazon, CareCredit) but I'm wondering if it will be a waste of a HP if Sync is making the decision I should only have a fraction of my credit line available to me.

 

Is my Sync internal scoring screwed for awhile after hovering at 90% util and making minimum payments for 6 months, and one payment accidentally 10 days late? Worth app'ing for another one of their cards with my updated scores and the fact that NFCU gave me $15k, or no.. I'm just screwed with Sync for now?

Personally, I would hold off while you provide more stability with your other accounts before you entertain something else with SYNCB, especially if they lowered your PayPal Credit CL due to how you managed your account + the late payment.

The CLD or adverse action decision was made by Synchrony Bank btw, not PayPal. And, while you may have scored with NFCU recently (which is a plus), SYNCB isn't going to be lovey-dovey for a while to restore your CL. You can always try by using the CLI request link online, but if they say nay-nay then that's a sign.
