To me that goes against ALL the DPs that are discussed on here.
She went for the HP CLI against my advising her not to - and she only got $400 on top of her current $1000, which also goes against all the DPs I have read on here.
I told her to call them back and see if she can app for another card under that same HP, and NFCU said she couldn't. This one I am not sure about but I figured since a HP was waisted, try for it.
I guess things are different now @ NFCU?
I have read on here and also on a Navy Federal Fan Club page on Facebook that if you call in and request a CLI it's a hard pull but if you do it on your own on their app or website it would be a soft pull. I applied for a CLI in May using their app for my More Rewards card and it was a soft pull for me. As far as I know it should still be a soft pull for CLI requests you do yourself. Sorry this happened to your DW!

It seems like it really depends on when you got your card approval in relation to how far in they were into the billing cycle. A rep has even said in some cases it isn't 91/3, but you need to get 4 statements because your first statement wasn't a full month's statement.
I applied for my 2nd card and got the same message you got when I did a reconsideration. I didn't have any pre-qualify offers when I got to 91/3 but after pondering for a few days I decided to apply anyway. I did a CLI request first at 95/3 and got $8000 more. I did my request for a CLI 2 days before applying for my 2nd card. On the day I applied for a new card I was at 97/3 and got denied. 1 month later I'm now at 4 statements and they say I'm pre-qualified for all cards. I haven't applied yet so it's possible I'd still get denied, but I do remember being pre-qualified for all cards before my 1st approval.
Just lost my post and I'm not retyping, so here comes a shorter version.
Opened card on 4/3, used it online to partially pay my internet bill on 4/7, statement cut the same day with the balance even though it says it was a full cycle due to the suggestions of others I'm holding off until after my 4th statement cuts on 7/7 as well before apping for my second card and a CLI on the first.
There's also not much reason to do the card app over the phone other than to check with them to see if you're pre-qualified and especially not for the CLI.
