I would lay low with Navy for a while, you do not want to mess up with navy by getting flagged for income discrepancies. I don't think I'd add any other income that's not yours including college grants. My wife and I used our own incomes for our individual cards and joint income for our joint card, better to be safe than sorry when it comes to navy. Take a break, pay down your balances and let your accounts age and reapply. Navy will still be in business in six months and you'll be glad you waited.

I only added the partner income and the college grants/scholarships because federal law allows me to do so. I also added reasoning for this in my message to them.

I don't think I'll be able to pay down 35k in 6 months or even 1k in those 6 months my student loans are in deferred status and they're not accruing any interest right now. So that means the reason for denial being DTI will still be valid in 6 months too I think even if I vastly improved my score and got into the 700's I'd still be denied for the DTI as that was their reason for denial.

Do you think differently?

I don't need another card right now anyways I'll give it 5-11 months (in 5 I'll get a CLI on CapOne and apply for an unsecured CapOne and in 11 hopefully get my Discover secured unsecured with a CLI only have a $400 CL on it right now). Scores should be close to or above 700 by then (at least EQ and TU).

Looks like the system flagged it but I was courteous and messaged them requesting a manual review. This is their response:

I got a notification that they sent me a message I was expecting another letter just confirming the denial but it was a big surprise many people on here have said it grows quickly too so hopefully by this time next year I'm at a 2k limit!
