Was that your SL with Navy? I swear everyone has a better limit with them but me. I stand by my idea that if you don't direct deposit with them, they give you no love. They even declined my LOC without a cosigner. I HAVE PERFECT CREDIT lol!! Craziness
I don't have direct deposit and I haven't had any problems with them.

For the CC it was EQ for me.
yes send a secure message asking them to move CL from your current card to open the 2nd card, I would probably move a full $7500 from current card to open 2nd card.
