The maximum they'll let you borrow is an internal limit based on your credit score and income.
How recent are the scores in your signature? (You're gardening "until" 2 1/2 years ago with a seedling which is why I ask.) If they haven't changed much, it may very well be that they have extended as much as they are comfortable with for your scores.
I have received that message from NFCU many times! I had a Nrewards with 2500.00, and GoRewards with 500.00, and CLOC with 2500.00 and they would not give me any increases or approvals. In this time I paid off a car loan. I never had any issues with them. Then one day I applied for the Amex (June 18) and BAM ... approved for 10,000.00. They would not increase any of my limits but they gave me a new card. Go figure.

I would say be thankful you even got back in. Navy is real tough on chargeoffs with their loans. Many people even get denied a membership based on their bad history with Navy.
Not that I want you to burn a HP but I’ve read on the boards about instances where Navy wouldn’t grant an increase due to maximum exposure but then they approved a new credit card.
The caveat is that they didn’t have a charge off in their profile so I’m not sure how that factors in. Also, I don’t know your scores (the ones in your signature seem dated). But if all you've been doing is applying for a CLI and have never applied for a new card, it may be worth it to see where you stand. If declined, you can recon. If still denied, it’s an inquiry burn which fades with time.
The CLOC has a different underwriting criteria than new cards do. I wouldn’t gage how they feel based on that.
Got the same response for cli on Cashrewards current CL $10,000 was asking for $25,000, but approved for AMEX 25,000CL.
