My denial reason for my CLI was that I reached max unsecured limit (at $500 lol). They said that even though they gave me 15k thirty minutes after my CLI request. They are more strict with CLI's than new lines of credit (at least for the 2nd card) from what I've seen.
My more detailed reasons from my price of credit letter were:
Utilization (on non navy cards)
too few accounts open for 24 months
and one other I can't remember off top of my head.
Try again in 6 months

I had a letter with my internal score, wish I could find it.
From My understanding, NFCU Cards have to be 1year or older to qualify for SP CLI.
This could be a YMMV kind of thing.

I think 328 is pretty good in their eyes. I have seen many get 15 - 25k with internal scores in the low 300's.

DW got SP CLI's on three cards in a matter of hours in late December, one was a 3 YO former secured, another was an AMEX, 11 months old and the third, a FS was 3.5 months old. 4k (3x), 5k and 5k respectively.
That could all have been a fluke and it remains to be seen I suppose.
