I put this in applications because it is technically leading to a future CC app with Navy Federal, but I have a question first.
I have a family member who has a membership and gave me all the required information to set up my account...HOWEVER...I am not sure their account is in the best standing.
Is this typically known to affect membership approval and possibly CC app approval?

No, that wouldn't affect it unless it was an account that was fraudulent. What relation is the family member? Not all will make you eligible.

So when I opened the account, I transferred some money into the savings and then had to set up a checking. How long does that typically take to process in order to set up the CLOC?
Anywhere from 5-10 days.
If instant approval, they mail you something that requires your signature and then faxing back to them before it's active. Once they receive the documents, it's usually 1 business day before they set up the CLOC.
If not instant approval, they manually review and then either deny, approve, or (more typically) ask for documents proving income. I had to submit my 2014 tax returns through SM.
The LOC showed up on my accounts about 12 days after my application due to the length of the back-and-forth.
