Yes - the most the computer can approve (and the max result of pressing the max button) is $25k. To get more you would need to enter the amount you want, and expect it to go straight to an analyst for HP and review. you can go up to $50k on everything but Flagship, which goes up to $80k.
I don't recall seeing anybody report getting a CL larger than $25k without a HP, however it has been reported to be done with a HP but without going to review. @Anonymous went from $22.1k to $27.1k on his GoRewards with a HP but without analyst review (it was insta-approved), details here. I would say it's very YMMV, though, and as you mention one should at least expect requests that will push the CL over $25k to be reviewed and take a few days.
On the flip-side, back in September I went for a CLI on my Platinum after the AR and it went directly to review... after a HP and a couple of days wait my CL went from $15.3k to $20k. I used the 'max' button, and ironically $20k was what I was hoping for so it worked out OK (other than the pesky HP, of course). Even though I got a HP after the AR, I still say that anecdotally the best chances of avoiding the HP is to wait for the AR, but of course even then it's YMMV.

This is correct, I did not hit the max button. I put in the increase I wanted. In my case I requested 5k and 3 seconds later, approved.
Tried my had tonight after the 3 cuts and 90 day wait. I was originaly approved for a $5500 and I hit the max amount button tonight and got the 24 hour wait message. I see I already have a HP from EQ listed on my report. I am guessing I am guessing I will be declined. I usually stay under 10% and pay it off monthly. I had high usage last month, but it was also paid in full without any carry over. Will see what happens I guess.
