Navy tends to grant 3X CLIs at the most from what we have seen. If you have a second card you're interested in, I would app the CLI and wait until you get the response (these usually go to review) and then apply for the second card. If you go second card first, you may get denied the CLI for hitting the maximum limit they are comfortable with.
The only card that has different underwriting criteria is the Flagship which has a $5K minimum SL and other criteria. cashRewards, More Rewards, Go Rewards, and Platinum all are said to have the same criteria so just pick the one that meets your spend the best.

Here was my NFCU timeline:
9/2018 - approved cashRewards $3K SL
12/2018 - approved CLI on cashRewards to $7500
12/2018 - approved new Platinum card $7200
12/2018 - approved CLOC $500
1/2019 - moved $5500 from cashRewards to Platinum (did this with a secure message)
They are generally pretty easy to work with.
Hi! I just went thru this same dilemma and this is how it went for me:
I got approved for the cash rewards card ($1K) in June, my 91 days was September 7th but my third statement hadn't cut until September 21st. I really wanted the Flagship for the travel benefits but I was nervous I wouldn't get approved for the $5k minimum so I apped the platinum and got approved for $20k. I then called NFCU and told them I apped the wrong card and wanted to product change to the Flagship. I received my Flagship card in the mail this week just waiting on them to reverse the annual fee. I also applied for a cli on my cash rewards card on September 21st and I was denied. I would try apping for a second card.
