To me it looks like a form of pre-qualification for applicants who have no established online account, etc.
I see nothing specific about no HP to follow through and complete the application process.
I used this feature to apply for a card a few days ago. First they do a soft pull and tell you if you will be approved for the card or not. If they say you will be approved you get to decide if you want to continue the application or not. They told me I was approved but they didn't tell me the credit limit or APR that would be issued. Once I decided to accept the approval they hard pulled Experian and Transunion. Once I was officially approved they gave me the final terms.
Looks to me like they just refreshed the prequalification page. Still SP to check, but HP to accept if you're a new cardholder.
Hmm, It seems its not there for me anymore.
The 3rd image from the original poster includes the line ""The new application process may not be available if you leave this web page and return later". From posts elsewhere on the net: it appears this feature is likely in beta test. It sounds like it only shows up to some small fraction of the number of times the particular web page is shown.
Its a shame they reportedly don't show the credit limit before requiring people to accept the card.

Actually it appears to be a full SP approval rather than merely pre-qualification that does a HP if you accept. I've seen reports before that some people who were on an Amex blacklist would get pre-qualified since for some reason it didn't check the blacklist before pre-qualifying, but then get denied when they applied and they wasted a HP to find out. Presumably a full approval will let them be sure they are off the blacklist before getting a HP.

If you're on AMEX' blacklist your application will be denied without a hard pull being performed.
It's widely considered a reliable indicator that one has been removed from their blacklist if an application triggers a hard pull even if there was a denial.
I'm not sure if it's at all related but when I used this feature to apply for my Blue Cash Preferred card I was given a $350 SUB and it looks like the standard offer right now is $300.
Well... It is not quite the pre-qual tool revamped, because the pre-qual tool never says that I pre-qualify for any cards (Tried today BTW), For giggles I tried this tool, and to my amazement it approved me, so whats a guy to do? HHonors Surpass card approved for 1K SL, guess I am not blacklisted after all.... Pulled experian after I unfroze experian, tried to pull TU but it was still locked so no pull there. Guess I will change my hotel reservations for DC later this month and take advantage of the hilton points...
