Comparing a credit limit increase (of possibly $500) to a salary increase isn't a very strong arguement imo. In those 78 days, you can show responsible payments and show Discover your swipe amount. Not to mention all of their credit history Discover has on file of other cards/loans. Plus, this increase could likely have the card user increase his/her use of the card due to developing more loyalty.
Discover isn't giving money away by giving a responsible cardholder a CLI, so I don't see the comparison.
