I have always been denied Citi cards and always due to inquiries or new accounts but usually only inquiries cited. Now, my Experian stats today are:
FICO 8 772
FICO 9 788
FICO 8 Bankcard 787
inquiries 3 total in last 2 years (1 last 6 months, in July)
2 new accounts under 6 months, 2 about to hit one year in November and two 2+ years old
$13 credit debt reporting (1% total util) across all cards ($10k total CL)
NO baddies ever
Income $250k+
AaofA 17 years
I soooo want this card but not if it means a crappy interest rate, low limit or outright denial. My highest card reporting on Exp is only $2500 so not sure Citi looks for high limit cards to approve you ? Amex cited a denial last month saying "no cards with high limits!" I do have high limit cards but for some reason they haven't yet reported on Exp but the other two yes ($11k Citizens and $15k Nordstrom Visa)

I think you're ok on the inquiry side of things, but they'll be sensitive to the 2 new accounts in the last six months, especially with what appears to be a thin file.
More time passing, and building more reporting history will be your friend on all fronts.

Agree the new accounts are going to hurt you in my honest opinion when they report. Citi is sensitive to both inquiries and new acocunts
When the Strata Elite launched in July, I was 2/6 new accounts, from April and May. I wanted the 100K SUB and knew it could disappear at any time. Knowing how sensitive Citi can be to new accounts, I decided to wait and risk missing the big SUB. I waited until October, a couple days ago, until I was 1/6 and 0/5. I'm glad I did, as I ended up getting a strong approval, including the 100K SUB.
I've seen many 2/6 Strata denials, both here and on Reddit. So take all that FWIW. Not saying a 2/6 approval is impossible, but I wouldn't/didn't do it.

Have you tried the Citi pre-qualification tool? I was interested in an American Airlines card as I closed my old one several years ago when I moved to a Delta-heavy location. I did the pre-qual and it had the cards I was looking at as well as the regular Strata, DC, CC, and Simplicity. It also will tell you the exact interest rate instead of the interest rate range when you have a pre-qualified offer.
The 2 new accounts might be an issue. I got approved for the Citi Costco Anywhere Visa with a $4,100.00 SCL with an EX FICO 8 of 681 with 0/6 new accounts and 1/6 new inquries. My highest credit limit at the time was $6,000.00 on my Amex BCP
