I haven't gotten an offer in years. I've been waiting and waiting. Not sure why this is happening to me, but when I apply for the cards I'm interested in I am approved. What gives?

I also do not get many pre-screened offers. I think it's because my credit reports are always frozen. Not sure, though.

If you want offers, why don't you try opting in using the link @GZG posted?
For the most part mailed offers are 3rd party marketing sent to people who meet certain criteria of the particular lender.
It's often recommended here to largely ignore offers that are labeled "You're selected/invited to apply.

the opt-in is really supposed to only be for people who opted out, maybe it'll work for people who haven't though?
