today is my 90 days since I opened my Navy Fed CC and Cloc..... Is it a good idea to ask for a CLI today or should i wait another week?

P.S. I dont think I have had a AR yet

How much were your starting credit limits on the NFCU PLOC and CC you got three months ago?

My CC limit was 2,600.

CLOC was 5K

Well, your limits were pretty low so I assume your TU/EQ FICO 08 scores were in the 640-670 range?

What's your current FICO 08 EQ score and UTI percentage?

Lower 600 scores and nearly maxed out cards shows you can't handle more.

A sub-650 EQ score and what is ten times worse than your score is a whopping 75% UTI. That's a BIG no bueno!

Get your EQ FICO score to 680+ and UTI at least down to under 50% (ideally down to 25% or lower) before you ask for a CLI with NFCU.
