PenFed pre-approved mailers are not a sure or solid thing unlike the likes of AmEx or Capital One, for instance. Approval will depend on your overall profile.

Online quarterly preapprovals and mail offers for existing members are solid, if you aren't currently a member mail offers are less solid.

They tend to lowball on SL - you won't get an SL of more than $10K on your 1st card - and if your profile warrants it be generous with SP offers on CLI or additional cards after 12-24 months.
