the button to request a CLI will be right above/near the credit limit on both the website and the app
if you don't see it, you can call in to have one processed, but I imagine you'll just be denied with the too new reason, but I suppose no reason not to ask
What @GZG said. I got a PayPal MC early last year. After 6 months, wanted to go for a CLI. Didn't see a button (didn't call in either). After 9 months, it magically appeared. So when they're ready to at least let you know that you can apply, that button will appear.
