Actually its not really. You will get a cli when they are ready to give one. Its sp anyway. Sometimes having high income and high scores do not correlate to getting a cli because of those factors. Sometimes getting a denial is just not the right time, regardless of reasons given. Discover is a perfect example. Their not enough experience is equivalent to a straight no, not at this time but eventually people get them and their scores, spend can be all over the place.
Don't take CLI denials personally, you will get them for a number of reasons. My FICO8's are all above 800, income good and util low and Disco and CapOne don't think I need anymore credit. Wait for the letter and depending on what it says just try again in 90 days or 6 months, it's an SP so no harm no foul.

Vantage4 = 782.
Card in question is Paypal MC. 8 months old. $4,000 line.
I have NEVER gone beyond 10% utilization on the card, and usually the statement cut reflects about 6-9%. I am using well over 50% of the $4,000 each month. I am just tired of making multiple pays each month to keep the utilization down.
No applications on anything since November.
No other debt basically. And no carried balances on any credit cards.

So I called the 877 379 8173 number, and asked for $15,000 with $73,000 income.
Apparently I played something wrong, and was rejected. Rep says "your letter will explain" blah blah blah...
Is the income too low for the ask, and why was there no counter-offer (as others have said they will do)?
(Mod cut). Should I have called the 8175, (Mod cut - please be mindful of TOS guidelines) and tried again right away?
Smacked the LUV button 2 hours later for $7,500, out of annoyance & curiosity. Stonewalled.
My statement just cut the day before the CLI ask, and there is about 9% on there. Maybe this $360 is what got me rejected. Others have said to call when your balance is ZERO...
With Synchrony, you sometimes just have to be glad they haven't closed the card on you. Yet.
In all seriousness though, Sync is unpredictable at best. I'd say try again next month.

NO CLI asked for before. Never peeped about anything.
Just used the card prudently over the past 8 months, and mindful to keep the utilization under 9% by statement cut.

You cant force a cli from Sync despite spend. Youre income is fine. Just have to keep trying. If you spend about 50% of cl yet keep uti under 10% , you should be fine at that cl since you arent letting it report high. Eventually youll break the barrier just takes time sometimes
i would keep using it the way you do - maybe automate the frequent payments to lessen your load - i have a couple of cards i send $50-100 to every friday, because i use them regularly - just push a bill pay from your bank
they might open up more CL after the 12month period
but you could try for a CLI every month until then
i dont think you are going to jump from $4k to $15k though - i bet more like $3-5k bump for your next CLI

Unfortunately, SYNCB doesn't reconsider any CLI denials. The agents you speak with, whether Credit Solutions or standard c/s, aren't going to be able to provide any clearer answers than what the system-generated letter would.
This isn't about their training or hiring practices - keep that in mind. They aren't underwriters, nor will you have the option to chat with one since decisions are made by their computers. This is the way SYNCB works. They're also under no obligation to grant a CLI, it's all system driven. So, while you may be using your account quite often, SYNCB likely (internally) feels that $4,000 is sufficient at this time.
Nonetheless, time will be your best friend and see whether the next several months can yield more flexibility by their system.
